What This Document Covers

A guide to the Girdawari and Taghayyurat-e-Kasht workflow as implemented and verified for the Balochistan BOR deployment.

Form Reference

Two-Part Structure

01

Part One — Field Walkthrough

A step-by-step operational guide for Patwari, Field Kanungo, and Revenue Officer users — covering every action from opening the app in the field to submitting completed Girdawari records.

02

Part Two — Technical & Administrative Reference

Covers the legal basis for the workflow and the exact field-level rules the application applies when validating data, computing revenue, and enforcing business logic.

Scope & Province Coverage

Important

The application has an Admin Settings → Province selector designed to support other provinces in the future.

Balochistan — Fully implemented and verified
Punjab, Sindh, Khyber Pakhtunkhwa, and other provinces — Not yet available

Punjab, Sindh, Khyber Pakhtunkhwa, and other provinces do not yet have their own verified Taghayyurat rules implemented — each will get its own documented workflow once its own authoritative rules are separately verified.

Nothing in this document should be read as describing any province other than Balochistan.

Overview

What is e-Girdawari?

e-Girdawari is a comprehensive digital transformation of the traditional crop inspection and land revenue assessment process. Traditionally performed through manual field visits and paper registers, Girdawari is now fully digitized — enabling real-time data capture, GIS verification, and automated revenue calculation.

Designed for Revenue Departments, the platform connects Patwaris in the field with officers in the office — eliminating delays, reducing disputes, and enabling evidence-based agricultural policy decisions.

Key Features

Built for the Field, Designed for the Office

Every feature is engineered to work reliably in rural connectivity conditions while delivering enterprise-grade accuracy.

Offline-First Mobile App

Patwaris can conduct complete Girdawari inspections without internet — data syncs automatically when connectivity is restored.

GIS-Mapped Parcels

Every Khasra boundary displayed on the map. GPS-tagged crop photos and inspection timestamps ensure complete authenticity.

AI Crop Detection

Optional satellite imagery integration uses AI to verify crop type and health, cross-checking against field-reported data.

Automatic Revenue Assessment

Built-in revenue calculation engine applies official rates based on crop type, area, and irrigation source — no manual math.

Digital Signatures

Landowner acknowledgements captured via on-screen signature — legally valid records without physical paperwork.

Executive Dashboards

District, Tehsil, and Mouza-level dashboards for DCOs and Revenue Officers with real-time completion status.

Tamper-Proof Records

Every edit is logged with user, timestamp, and GPS coordinates. Audit trail ensures no unauthorized modification.

Urdu + English UI

Full bilingual interface. Patwaris work comfortably in Urdu while officers can review in English.

Central Data Sync

All field data automatically syncs to the central PostgreSQL/PostGIS database — no manual data entry at tehsil office.

Process

How e-Girdawari Works

From field inspection to revenue assessment — a streamlined, transparent workflow.

01

Field Visit & GPS Verification

Patwari opens the mobile app at the Khasra. GPS confirms his presence at the correct parcel. The map displays boundaries instantly.

02

Crop Data Entry (Form 24)

Crop type, area under cultivation, irrigation source, and condition recorded on the digital Girdawari Form 24. Geotagged photos captured as visual evidence.

03

Landowner Acknowledgement

Landowner (or representative) signs digitally. Landowner receives SMS with inspection summary and can dispute within 7 days.

04

Sync & Taghayyurat Updates (Form 24-A)

Data syncs from the mobile app to the central server when internet becomes available. Any mid-season changes captured via Taghayyurat-e-Kasht Form 24-A.

05

Revenue Assessment Generated

System automatically calculates land revenue based on official crop rates, area, and irrigation category.

06

Officer Review & Approval

Tehsildar and DCO review aggregated data via dashboards. Approvals flow electronically, generating final revenue records.
